It's all gloomy all over Cebu City, and the rain has been pouring from moderate to heavy since midnight last night, it stopped around 7:00 AM and this time at 10:00 AM, the rain is pouring moderately again. Basyang may cause or trigger flash floods and landslides so be on the alert all the time and watch the latest news on tv or listen to radio or pay attention to your local disaster units for safety advice. According to PAGASA Visayas director Oscar Tabada, Tropical Storm "Basyang" has weakened and it maybe downgraded to Tropical Depression this 11:00 AM. Storms or cyclones are now in five categories namely: ​ Tropical Depression (TD) has wind velocity of about 61 kilometers per hour, Tropical Storm (TS) has wind velocity of 62 to 88 kph, Severe Tropical Storm (STS) has wind velocity of 89 to 117 kph, Typhoon (TY) has wind velocity of 118 to 220 kph, and Super Typhoon (STY) has wind velocity of at least 220 kph.
