The National Disaster Risk Reduction And Management Council (NDRRMC) released this update on the typhoon. Typhoon Ruby (Hagupit) made a landfall on Eastern Samar and heading towards Masbate with a maximum sustained winds of 175 kph near the center and gustiness of up to 210 kph and forecasted to move West Northwest at 15 kph. As of 10:00 PM, the eye of the typhoon is located in the vicinity of Dolores, Eastern Samar, or at 140 km East Southeast of Catarman, Northern Samar based on all available date including Virac and Cebu Doppler radars.
